Through the Multi-Family Housing Development Program, HCD invests in the acquisition, development, and construction of multi-family properties, to create and preserve affordable housing units for County residents. In partnership with Harris County Housing Finance Corporation, this program ensures long-term housing affordability and community stability.
Hurricane Harvey Community Development Block Grants – Disaster Recovery (CDBG-DR) Affordable Rental Housing Program ($252.9 million)
The Multi-Family Affordable Rental Housing Program (ARHP) utilizes Hurricane Harvey CDBG-DR funds to expand and preserve affordable housing in Harris County. This program supports the acquisition, rehabilitation, reconstruction, and new construction of affordable multi-family housing projects. To ensure long-term affordability, developments are mixed-income, with most units reserved for residents earning 80% or below the Area Median Income (AMI) for at least 20 years. Upon completion, the program will have created or preserved 1,952 affordable housing units.
American Rescue Plan Act (ARPA) State & Local Fiscal Recovery Funds (SLFRF) Multi-Family Development Program ($121.8 million)
The Multi-Family American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF) Program invests $121.8 million from the US Treasury, which must be committed by the end of 2024 and spent by the end of 2026. Through this opportunity, Harris County will have invested funding in the acquisition, development, and construction of multi-family properties, which, once completed, will preserve or create 2,028 affordable housing units.
U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) & HOME Investment Partnerships Program
HCD monitors allocations of the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program’s annual grants provided by the U.S. Department of Housing and Urban Development (HUD). These investments contribute to a portion of the units in certain multi-family developments. For projects with these funds, unit count refers to those units that received assistance from HCD’s HUD allocations, not the entire development. Additionally, the income limit categories for CDBG differ slightly from the CDBG-DR and HOME funded projects.
