INVESTMENTS

Harris County Housing & Community Development (HCD) holds fiduciary responsibility over federal funds utilized for construction and related activities that improve public facilities, infrastructure, and community development for low and moderate-income residents.

Completed Projects:

Sunbelt Fresh Water Supply District Fairgreen and High Meadow Sewer Improvements Project

  • Project Scope of Work: Includes rehabilitation of the sanitary sewer collection system, including the pipes, manholes, and service connections that were overwhelmed with excessive infiltration of floodwater during Hurricane Harvey’s extreme rainfall and flooding.
  • $2,479,156.00 CDBG-DR Funds were allocated to Sunbelt FWSD.
  • Benefit 12,820 persons of which 67.55% are low to moderate-income with sewer improvements.
  • Located in the Fairgreen and High Meadow Subdivisions in Pct. 2.
  • Construction Started 02/14/2022.
  • Project Ended 08/13/2023.
  • Project lasted for 545 days.

Asian American Health Coalition of the Greater Houston Area: Hope Health and Wellness Center

  • Project Scope: To construct an approximately 80,000 square-foot Health and Wellness Center on 3.5 acres at the corner of Metro and Bellaire Blvd in Harris County. Project also includes the acquisition of land for 7-acres tract located behind HOPE Clinic site to build an expended surface detention pond large enough to store excess flow generated by the clinic site, post development, and accommodate as well as slow storm water runoff to mitigate flooding for the surrounding residential community and create a park-like seeing with trails. The new Health and Wellness Center will meet an ever-increasing demand for healthcare services in the area that has long been designated a healthcare desert.
  • $6,432,274 CDBG-DR Funds were allocated to the Asian American Health Coalition of the Greater Houston Area
  • Benefit 24,905 persons of which 58.50% are low to moderate-income with access to health and wellness services.

Lauder Stormwater Detention Basin - Drainage Improvements

  • Project Scope of Work: The project includes making improvements to the P138-01-01 tributary by constructing a new in-line stormwater detention basin for the Greens Bayou watershed and excavating. The configuration will allow contributing flow to be detained by the basin and outflow structures. Flows along Greens Bayou and the P138-01-00 tributary will have an offline connection to the basin, where once water levels reach a certain elevation, stormwater flows can be skimmed off via side weirs into the new stormwater detention basin.
  • $13,592,428.00 CDBG-DR Funds are allocated to Precinct Two
  • Project to serve 4,330 persons, of which 2,410 or 55.66% are low to moderate-income with drainage improvements.
  • The project area is generally bound by Greens Bayou to the North, JFK Boulevard to the EAST, Aldine Westfield to the West and Lauder Road to the South.
  • Project in Pct. 2.

Disaster Recovery Infrastructure Projects

Harris County received a direct allocation of Hurricane Harvey 2017 Community Development Block Grant-Disaster Recovery (CDBG-DR) Round One funding from the Texas General Land Office (GLO) for infrastructure/non-housing activities. Additionally, the County had another federal CDBG-DR infrastructure allocation to address unmet needs from the 2016 Floods.





Combined, these allocations totaled nearly $200 million and were used to address both infrastructure and non-housing activities, such as planning and public services, which were designed to promote a sustainable long-term recovery by reducing the vulnerability of households to future flooding events.
