Thao Costis is the Executive Director of Harris County Housing & Community Development. She leads a department that strives to strengthen communities by investing in housing, infrastructure, and services that promote resiliency.

For over 30 years, Thao has been committed and passionate about finding solutions to homelessness and affordable housing in the Greater Houston area by working with partners on the local, state, and national levels. She has spent a great deal of her life advocating for the underserved and continues to advance this important cause.

Prior to becoming Executive Director of Harris County Housing & Community Development, Thao was President and CEO of SEARCH Homeless Services for over two decades, where she collaborated with partners to help secure jobs, along with safe, stable and affordable housing for low-to-moderate income families.
