Redevelopment Authority

The Harris County Redevelopment Authority (HCRDA) is a non-profit corporation established on November 20, 2012. The HCRDA's function is to assist and act on behalf of Harris County in providing strategic support for housing and business development within the County by:


Promoting, developing, encouraging, and maintaining employment, commerce, and community investment and revitalization programs.

Administering and implementing Tax Increment Reinvestment Zones (TIRZs) within Harris County.

Harris County Housing Finance Corporation

The Harris County Housing Finance Corporation (HCHFC) provides support for potential homeowners and members of the development community who value the construction of quality housing for all as they contribute to the vitality of our community.

Harris County
Community Land Trust

Did you know there are nearly 300 community land trusts currently in operation in the United States?

The Harris County Community Land Trust (CLT) is a community-based not-for-profit organization established in January 2021 as part of the HCHFC to serve as the long-term steward of land within Harris County. As a means to protect long-term affordability and access to housing, the CLT purchases and holds land permanently “in trust” for the benefit of people in the community.

The CLT is governed by a board of directors comprised of residents, community representatives, and members of the public.

The goals of the Harris County Community Land Trust are:

  • Providing quality, safe, affordable homeownership options to low-income homebuyers.

  • Ensuring housing stays affordable for future low-income community residents.

If your financial situation makes typical homeownership unattainable, the CLT may be right for you.
