Eviction Defense Program | Housing & Community Development

Harris County Housing & Community Development (HCD) is committed to increasing access to justice for renters at risk of eviction.

Under our Eviction Defense Program, external vendors will provide free legal advice and representation to Harris County residents at risk of eviction.

Eligibility

To qualify for legal services under the Eviction Defense Program the applicant must:

Be a resident of Harris County, Texas; and
Have a total household income at or below 200% of current Federal Poverty Guideline

Priority is given to applicants who qualify for, or are already receiving, unemployment benefits, have experienced a reduction in income, or are at risk for eviction due to a financial hardship.

Legal Services

Legal services covered by the Eviction Defense Program include services that promote a reduction in the number of eviction filings and eviction judgments.

Advising tenants before evictions are filed when an imminent threat of eviction exists.

Providing direct representation once an eviction has been filed and providing representation in appeals.

Providing direct representation in formal and informal negotiations, including mediation to maintain tenancies or mitigate the chance that a tenant will experience a period of housing instability.
