Harris County Housing & Community Development (HCD) is currently in the process of updating the Fair Housing Assessment plan for the PY2024-2028.

The PY2024-2028 Fair Housing Assessment is available for public review and comments can be made either online at https://hcd.harriscountytx.gov/Governance/Plans-and-Reports/Consolidated-Plan, or at 8410 Lantern Point Dr., Houston, TX 77054, during normal business hours from July 5, 2024 at 10 AM through August 7, 2024 at 5 PM. Comments must be submitted by August 7, 2024 no later than 5 PM. Submissions can be made by calling 713-578-2000, emailing [email protected], or at the Harris County PY2024-2028 Consolidated Plan/Fair Housing Assessment/PY2024 Action Plan public hearing scheduled for:

Fair Housing Open House Events:

The opinions and perceptions of Harris County residents are an important part of this study, and residents are encouraged to share their input by attending a community Open House event. At these events, residents may participate in interactive exercises to help us determine housing needs, speak with precinct officials, and ask questions of the planning team. Refreshments will be served, and families are welcome.

PY2019-2023 Regional Analysis of Impediments (AI) to Fair Housing Choice Plan

In 2017, Harris County, Pasadena, Missouri City, and Galveston, along with the Harris County Housing Authority and the Galveston Housing Authority agreed to collaborate and enter into a Regional Collaborative Agreement to fulfill a requirement by the U.S. Department of Housing and Urban Development (HUD) to analyze barriers to housing choice. This fair housing analysis is required of any city, county, and state receiving certain HUD funding, including such sources as Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds. HUD encourages regional collaboration on these studies, recognizing that housing challenges do not end at jurisdictional borders—and that regional partnerships are key to addressing housing needs and sustaining economic growth. The overall goal of the Regional AI approach is to help communities analyze challenges to fair housing choice and establish goals and priorities to address fair housing barriers. A secondary goal is to help communities move toward an economic opportunity philosophy when making planning and housing policy decisions.

The Regional (AI) discusses actions taken over a five-year period to affirmatively further fair housing, overcome obstacles in meeting underserved needs, eliminate barriers to affordable housing, enhance coordination and reduce the number of persons living below the poverty level. The Plan will be submitted with the PY2019-2023 Consolidated Plan and PY2019 Annual Action Plan to HUD for approval.
