Improvements Program

The Health and Safety Improvements Program provides assistance to eligible Harris County homeowners whose homes are in need of septic system and/or water well repair or replacement.

Assistance is intended to address systems that are not functioning properly or have received health and safety violation citations, helping ensure residents have access to safe and functioning water and wastewater systems.

Meeting the basic criteria does not guarantee assistance. Eligibility is subject to application review, required documentation, property inspection, and availability of program funds.

Home Repair Program
Pre-Application

Do I Qualify?

Currently own the property
Use the home as your primary residence.
Live in the eligible Harris County service area outside the City of Houston. Check if you live in a qualifying service area .
Have a household income at or below 50% of Area Median Income (AMI).
Are current on property taxes, or current under an approved payment plan.
Have an active homestead exemption for the property.
Have no unresolved ownership, lien, or foreclosure issues that would jeopardize continued ownership of the home.
Meet applicable citizenship or eligible residency requirements.
Meet other applicable Harris County and HUD program requirements.
