The CDBG-MIT Planning Study Program was developed through Harris County’s Method of Distribution (MOD) process to help advance a more coordinated and comprehensive approach to long-term resilience planning. Each planning study will produce public reports and key technical deliverables that identify community needs, evaluate flood and hazard risks, and outline potential solutions, priority projects, and implementation strategies to strengthen mitigation and resilience across the County.
The proposed planning study program was first submitted to Harris County Commissioners Court in September 2023 and has been updated several times to reflect evolving planning needs and coordination with County departments and regional partners. Commissioners Court approved updates to the planning study list in July 2024, May 2025, and December 2025. Through these actions, up to $32.75 million in CDBG-MIT funding has been allocated to support a coordinated countywide effort to analyze flood risk, infrastructure resilience, and community mitigation needs.
Formal planning activity applications are submitted to the Texas General Land Office (GLO) on a rolling basis, and each project must undergo review and approval by the GLO prior to implementation.
