Harris CountyProgram Year 2027 Emergency Solutions Grants (ESG)

Harris County Housing and Community Development (HCHCD) has released the Harris County Emergency Solutions Grants (ESG) Request for Proposals. Applications are available to all interested and eligible applicants from Friday, October 16, 2026, to Friday, December 4, 2026. Proposals received later than the date and time for submission will not be considered!
The CDBG funds were provided by the U.S. Department of Housing and Urban Development. The anticipated amount of funding available based on HCHCD’s PY2026 Allocation is listed below
Available Funding Amounts:
ESG: $1,200,000Eligible project activities for ESG include projects that benefit homeless persons and fall under at least one of the ESG components:
- Homeless Prevention
- Emergency Solutions
- Rapid Re-Housing
- Street Outreach

After you have read and begun to complete the application, Technical Assistance is available from Tuesday, November 3, 2026, through Friday, November 13, 2026, by appointment only for organizations whose application is at least 70% complete. Technical Assistance is by appointment only.
