Harris County Housing and Community Development (HCHCD) has released the Harris County Community Development Block Grant (CDBG) Public Facilities and Infrastructure (PFI) Request for Proposals. Applications are available to all interested and eligible applicants (as outlined in the application) from December 6, 2024, to January 24, 2025. Proposals received later than the date and time for submission will not be considered!
Eligible project activities for CDBG include projects that serve low-to-moderate income persons or a low-to-moderate area that includes one of the following:
- Acquisition in conjunction with a proposed facility or improvement project
- Streets, Sidewalks and Drainage Improvements
- Public Facilities Improvements
- Water and Sewer Improvements
The CDBG funds were provided by the U.S. Department of Housing and Urban Development. The anticipated amount of funding available based on HCD’s PY2024 Allocation is listed below.

After you have read and begun to complete the application, Technical Assistance is available from December 9, 2024, through December 20, 2024, by appointment only for organizations whose application is at least 70% complete. Technical Assistance is by appointment only.

CDBG-PFI - Questions and Answer
CDBG PFI Conference Meeting Recording - 12.11.24Harris County will provide accommodations for persons attending Harris County functions. Requests from persons needing special accommodations should be received by Harris County staff 48-hours prior to the function. The Applicant Conference will be conducted in English and requests for language interpreters or other special accommodations should be made at least 72 hours prior to the Applicant Conference.
