Funding Opportunity: Hardy Yards/800 Burnett Street Near Northside Neighborhood-Multifamily Affordable Rental Housing Partnership Opportunity
The Harris County Housing Finance Corporation (HCHFC) formally releases this Request for Proposals (RFP) to identify a Master Developer (Development Partner) to partner with the HCHFC to develop, construct and operate a proposed minimum 200-unit affordable multifamily apartment complex on approximately 4.1 acres to be owned by HCHFC Burnett Street Landowner, LLC, a Texas limited liability company whose sole member is HCHFC (the Landowner) located at 800 Burnett Street in the Near Northside Neighborhood in central Houston. Proposals are solicited pursuant to 2 CFR 200, Code of Federal Regulations.
Project Overview and Acquisition Funding:
Pursuant to § 603(c)(1)(a) of the American Rescue Plan Act 2021 (Pub. Law 117-2), acquisition of approximately 10.679 acres of land located at 800 Burnett Street, Houston, Texas 77009 (the Site) was funded with U.S. Treasury ARPA SLFRF through a Subrecipient Agreement with the Harris County Housing Finance Corporation (HCHFC). HCHFC Burnett Street Landowner, LLC, a Texas limited liability company whose sole member is HCHFC (Landowner) will ground lease approximately 4.1 acres (the Property) to one or more third-party developers procured by HCHFC in compliance with the Subrecipient Agreement to develop, construct and operate a multifamily affordable housing project(s) of at least 200 units each (the Project) anticipated to receive Private Activity Bonds and 4% Low Income Housing Tax Credits issued by HCHFC. The Project is anticipated to be part of a larger development on tracts adjacent to the Property, including shared park and detention, additional multifamily development, retail/commercial space, and convenience parking.
Submission Instructions
Interested respondents must submit their proposal to HCHFC by the deadline below to be considered for selection under this RFP. Respondents must submit their proposal in accordance with the requirements discussed within this RFP. Proposals must be submitted using the RFP Response Form and shall include the required affidavits and certifications (listed below in the Required Forms). Proposals must be submitted by 2:00 p.m. CST on Friday, May 30, 2025.
