Harris CountyEmergency Solutions Grant (ESG) RFP

Harris County Housing and Community Development (HCHCD) will release the Harris County Emergency Solutions Grant (ESG) RFP. Applications are available to all interested and eligible applicants (as outlined in the application) from October 11, 2024, to November 1, 2024. Proposals received later than the date and time for submission will not be considered!
Eligible project activities for ESG include projects that benefit homeless persons and fall under at least one of the ESG components:
- Homeless Prevention
- Emergency Shelter
- Rapid Re-housing
- Street Outreach
The ESG funds were provided by the U.S. Department of Housing and Urban Development. ERA funds are provided by the U.S. Department of Treasury. The anticipated amount of funding available based on PY2024 is listed below.

After you have read the application and began to complete the application, Technical Assistance is available from October 14, 2024, through October 25, 2024, by appointment only for organizations whose application is at least 70% complete. Technical Assistance is by appointment only. You can also submit a question via our Technical Assistance Request Form.
Submit request for Technical Assistance to [email protected] to schedule your appointment. There will be no technical assistance given after October 25, 2024, and appointments are on a first come, first served basis.
An Applicant Conferences will be held on October 16, 2024.
