Harris County Affordable Housing RFA, HOME-ARP Supportive Services RFP, HOME-ARP Capacity Building & Operating Expenses RFP

Harris County Community Services Department (HCCSD) has released the Harris County Affordable Housing RFA, HOME-ARP Supportive Services RFP, and HOME-ARP Capacity Building & Operating Expenses RFP . Applications are available to all interested and eligible applicants (as outlined in the application) from October 17, 2023, to extended deadline of December 20, 2023 . Proposals received later than the date and time for submission will not be considered!
Eligible projects include:
Affordable Housing - multi-family rental projects, single-family projects, and permanent supportive housing projects.
Supportive service projects and Capacity Building/Operating Expenses – projects supporting permanent supportive housing funded with HOME-ARP funds according to CSD HOME-ARP Allocation Plan and HUD Notice CPD-21-10.

These funds were provided by the U.S. Department of Housing and Urban Development: CDBG, HOME and HOME-ARP. The estimated funding available funding is:
Total Affordable Housing Funding RFP: $47,000,000
CDBG: $20,000,000
HOME: $14,000,000
HOME-ARP: $13,000,000
Total Supportive Services Funding: $4,500,000
Total Capacity and Operating Expenses: $1,258,000
HCCSD determines the form of assistance to be provided to affordable housing projects. Eligible forms of subsidy include: 1) Grants for non-profits and Community Housing Development Organizations (CHDOs) and Community-Based Development Organizations (CBDOs) and 2) Loans that can be forgivable and interest-bearing or non-interest bearing.
