Home-American Rescue Plan (HOME-ARP) Allocation Plan
The American Rescue Plan Act of 2021 (“ARP”) appropriated $5 billion to communities across the U.S. to provide housing, services, and shelter to individuals experiencing homelessness and other vulnerable populations. These funds were allocated by formula to jurisdictions that qualified for funding through the HOME Investment Partnership Program (HOME Program) from the U.S. Department of Housing and Urban Development (HUD). This special round of funding is called the “HOME-ARP” program.
Harris County Housing & Community Development (HCD) received a total allocation of $16,772,561 from the HOME-ARP Program to help create affordable housing and services for homeless individuals, people at risk of homelessness, individuals fleeing domestic violence, and other vulnerable populations. HUD approved the HOME ARP Allocation Plan in 2022 to expand affordable permanent supportive housing, supportive services, capacity building, and operating assistance.
