Consolidated Plan
What is the Consolidated Plan?
The Consolidated Plan represents Harris County's vision for improving the quality of life in the low-and moderate-income areas of the county and identifies housing, homeless, community, and economic development needs and resources, and establishes a strategic plan for meeting those needs.
The Plan was created with extensive citizen participation and contains goals, performance outcomes, objectives, and implementation strategies for each of the plan's elements and describes the activities the county will fund, implement, and/or support using its annual federal allocation for Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions Grant (ESG) Program. Finally, the Plan explains the long-term goals and objectives for improving the quality of life for financially challenged residents, and states its specific plans for making improvements throughout the next five years.
Also included is the Consolidated Plan is the Regional Analysis of Impediments (AI) to Fair Housing Choice Plan. The plan discusses actions taken over a five-year period to affirmatively further fair housing, overcome obstacles in meeting underserved needs, eliminate barriers to affordable housing, enhance coordination and reduce the number of persons living below the poverty level.
