Program Overview

As part of its mission, Harris County Housing & Community Development (HCD) is charged with creating and preserving affordable housing and providing a suitable living environment for low-income, disabled, and homeless individuals in Harris County. HCD carries out its mission in part through its Home Repair Program. The goal of the Home Repair Program is to address health and safety hazards in homes owned and occupied by very low to low-income residents.

The homeowner must meet one
of the following requirements:


  •

    Be 62 years of age or older, or


  • Be a disabled homeowner
    (no age restriction)

Home Repair Program

Home Repair Services


Harris County Housing & Community Development (HCD) provides home repair assistance to eligible homeowners to address health, safety, and disaster-related damage and help residents remain safely in their homes.


Health & Safety
Improvements Program


The Health and Safety Improvements Program provides assistance to eligible Harris County homeowners whose homes are in need of septic system and/or water well repair or replacement.


Assistance is intended to address systems that are not functioning properly or have received health and safety violation citations, helping ensure residents have access to safe and functioning water and wastewater systems.


Meeting the basic criteria does not guarantee assistance. Eligibility is subject to application review, required documentation, property inspection, and availability of program funds.


Do I Qualify?

  • Currently own the property
  • Use the home as your primary residence.
  • Live in the eligible Harris County service area outside the City of Houston. Check if you live in a qualifying service area.
  • Have a household income at or below 50% of Area Median Income (AMI).
  • Are current on property taxes, or current under an approved payment plan.
  • Have an active homestead exemption for the property.
  • Have no unresolved ownership, lien, or foreclosure issues that would jeopardize continued ownership of the home.
  • Meet applicable citizenship or eligible residency requirements.
  • Meet other applicable Harris County and HUD program requirements.

Beryl/Derecho Minor 

Home Repair Program


The Beryl/Derecho Minor Home Repair Program provides assistance to eligible Harris County homeowners whose homes were damaged by the 2024 Houston Derecho and/or Hurricane Beryl.


Qualifying Disasters

Assistance is available for eligible damage related to:

  • Houston Derecho: May 16-17, 2024
  • Hurricane Beryl: July 7-9, 2024

Do I Qualify?

You may qualify if you:

  • Were impacted by the 2024 Houston Derecho and/or Hurricane Beryl.
  • Owned the home at the time of the qualifying disaster and currently own the property.
  • Use the home as your primary residence.
  • Live in the eligible Harris County service area outside the City of Houston. Check if you live in a qualifying service area .
  • Have a household income at or below 80% of Area Median Income (AMI).
  • Are current on property taxes, or current under an approved payment plan.
  • Have an active homestead exemption for the property.
  • Have no unresolved ownership, lien, or foreclosure issues that would jeopardize continued ownership of the home​.
  • Meet applicable citizenship or eligible residency requirements.
  • Meet other applicable Harris County and HUD program requirements.

What Assistance is Available?

The program provides eligible repairs for homes damaged by the 2024 Houston Derecho and/or Hurricane Beryl.

Eligible repairs may include:

  • Roof repair or replacement
  • Window repair or replacement

Eligible repairs will be determined based on documented disaster-related damage, property inspection, program requirements, and availability of funding.


The program is intended to address eligible disaster-related damage and does not provide general remodeling or cosmetic improvements.


Important Information

Submitting an application does not guarantee assistance. Assistance is subject to program and property eligibility, verification of required documentation, property inspection, availability of program funding, and applicable Harris County and HUD requirements.


HCD coordinates and completes approved repairs through the program. Applicants should not complete repairs themselves or hire a contractor with the expectation of reimbursement. The program does not reimburse homeowners for repairs completed independently.

How to Apply

Step 1: Check Your Eligibility

Review the eligibility requirements above and confirm that your property is within the eligible service area​. View Service Area Map .

Step 2: Submit an Application

Complete the Beryl/Derecho Minor Home Repair Program Application.

Step 3: Provide Required Documents

Applicants may be asked to provide documentation verifying:

  • Homeownership
  • Primary Residence
  • Household Income
  • Property taxes and homestead exemption
  • Disaster-related damage
  • Other information needed to determine program eligibility

Step 4: Eligibility & Property Review

HCD will review your application and supporting documents to determine eligibility. Homes of eligible households will then undergo an inspection to assess the property’s condition and determine eligible repairs.
