Harris County: Transit Services

The Office of Transit Services (Harris County Transit) provides transportation options for residents living outside the METRO service area. In partnership with regional agencies, the program advances equitable, efficient, and reliable transportation solutions that enhance mobility, support economic opportunity, reduce congestion, and improve air quality.


The Transit Services Division also collaborates with the Office of Emergency Management to operate the County Staging Area and coordinate evacuation transportation during County-declared emergencies


The Harris County Commissioners Court has authorized the Housing & Community Development (HCD) Department to administer all non-infrastructure transit funding received from the Federal Transit Administration (FTA) and the Texas Department of Transportation (TxDOT). Transit programs are supported through a combination of federal funding and required local funding commitments.


Transit Programs

Harris County Transit delivers a range of services designed to meet diverse community needs:

Fixed-route bus services operate in Baytown, La Porte, and surrounding communities, including Crosby, Highlands, McNair, and Barrett Station. Connector services link riders to the broader METRO system through the Gulfgate and Mesa Transit Centers, providing access to downtown Houston and the greater Houston area.

Complementary paratransit services are provided in compliance with the Americans with Disabilities Act (ADA), offering transportation for individuals unable to use fixed-route services. Service is available within three-quarters of a mile of fixed routes.

The Baytown Park & Ride service connects commuters to Houston’s Central Business District, in partnership with Houston METRO. The facility is located at Garth Road and Independence Parkway, with drop-off points throughout Houston's Central Business District.

Transit Plus is a flexible, curb-to-curb service operating in designated zones in Northeast Harris County. It provides access to key destinations such as grocery stores, medical facilities, colleges, and employment centers.

RIDES is a subsidized transportation program that reduces trip costs for eligible users. Customers pay 40% of the fare, with the remaining cost covered through program funding. Service options include:

  • Shared Ride (schedules, non-metered)
  • Taxi (same-day, metered)
  • Uber (on-demand rideshare with subsidy)

Eligible Harris County Medical Program (HCMP) clients receive free transportation to medically necessary appointments, including treatments such as dialysis and chemotherapy
