Harris County Housing and Community Development is preparing an application for Community Development Block Grant – Disaster Recovery (CDBG-DR) funding in the amount of $10,153,000 through the Texas General Land Office (GLO) in response to Winter Storm Uri (FEMA DR-4586-TX).

The proposed funding will support disaster recovery and resilience activities intended to address long-term recovery needs resulting from Winter Storm Uri and improve community resilience against future severe winter weather events. Proposed activities may include public infrastructure improvements, backup power and generator installations at critical public facilities, drainage and transportation-related resilience improvements, public facility improvements, and other eligible infrastructure and resilience activities serving Harris County residents.


Public Comment Period


Harris County HCD is initiating a fifteen (15) day public comment period regarding the proposed use of Winter Storm Uri CDBG-DR funding. The public comment period will begin on May 18, 2026, and conclude on June 2, 2026, at 5:00 PM CST.


During the public comment period, residents, stakeholders, and interested parties are encouraged to review the proposed program information and submit comments regarding community recovery needs, proposed funding priorities, and eligible activities related to Winter Storm Uri recovery efforts.

2021 Winter Storm Uri


In February 2021, Winter Storm Uri brought prolonged freezing temperatures, snow, ice, widespread power outages, water system disruptions, and hazardous conditions across the State of Texas, including Harris County. The storm created unprecedented impacts to homes, public infrastructure, transportation systems, and critical community services. Millions of Texans experienced loss of electricity and water service, while many residents faced property damage, unsafe living conditions, and limited access to essential resources during the event.


In response to these impacts, the U.S. Department of Housing and Urban Development (HUD) allocated Community Development Block Grant – Disaster Recovery (CDBG-DR) funding to the State of Texas to support long-term recovery efforts associated with Winter Storm Uri. The Texas General Land Office (GLO), as the administering agency, allocated approximately $10,153,000 million in CDBG-DR funding to Harris County to support eligible recovery and resilience activities.

Program Status Update

Harris County Housing and Community Development (HCD) is advancing the development of its Winter Storm Uri Community Development Block Grant – Disaster Recovery (CDBG-DR) application through a phased public engagement and project development process. The first major milestone in this effort is obtaining Harris County Commissioners Court approval on May 14, 2026, authorizing the County to apply for Winter Storm Uri CDBG-DR funding through the Texas General Land Office (GLO). This action is critical because it formally authorizes HCD to carry out application development activities associated with the program, including final project scoping, public participation, stakeholder coordination, and submission of the County’s application package.


Following Commissioners Court authorization, Harris County will initiate a fifteen (15) day public comment period beginning May 18, 2026, and conduct a public meeting during the comment period to present proposed Winter Storm Uri recovery and resilience activities and solicit community feedback. The public participation process is intended to provide transparency into the County’s proposed use of funding, gather input on unmet recovery and infrastructure needs, and ensure residents and stakeholders have a meaningful opportunity to review and comment on proposed activities prior to application submission. Proposed activities may include countywide and precinct-level infrastructure, public facility, backup power, generator, and resilience-related improvements designed to address impacts associated with Winter Storm Uri and strengthen long-term community resilience.
