Winter Storm Uri Programs and Resources

Winter Storm Uri subjected much of Texas, including Harris County, into sub-freezing temperatures from Feb. 11-17, 2021, resulting in prolonged power outages, frozen and ruptured pipes, and an ultimate need for major repairs for many Harris County homeowners.

Across Texas, storm damages are estimated in the $10 billion to $20 billion range, prompting a major disaster declaration, which unlocked FEMA and other resources for affected counties.

The distribution of Federal funding for Winter Storm Uri from Texas General Land Office (GLO) has not yet been approved or delivered to Harris County Housing & Community Development (HCD). We are currently awaiting guidance from GLO regarding program parameters, eligibility, funding allocation, and procedures.

Once Harris County receives its allocation, HCD will develop a Method of Distribution (MOD) to outline how funds will be distributed locally. When the MOD is finalized, it will be published on this site along with additional details for residents and stakeholders
